DCEM 2011 is the event designed to gather together scientists, engineers, technology professionals, academics, foundations, government and non-government organizations, and individuals engaged in the fields of humanitarian assistance, emergency and crisis management and disaster relief in order to discuss and develop integrated interoperable solutions for present and future Disater Control (DC) and Emergency Management (EM) needs.
The modern international DC and EM operations involve a large number of diverse groups of participants, technological components, tools, decision making and decision support processes, and have often complex political background.
An integrated system approach is necessary to optimize the efficiency of the complex modern DC and EM operations and procedures. A DCEM testbed platform that will include all necessary elements such as interoperable communication and data exchange, information interpretation and system management at different levels is needed. This open platform is envisioned as an integrated system of systems optimized for the use by different user groups of the international emergency management community. The federated approach is the only feasible and economic solution for the testbed platform implementation. The federated testbed platform for DC and EM could be used for many different purposes such as interoperability testing, simulation exercises, demonstrations, performance evaluation, research and development, and training worldwide.
International DC and EM operations include large numbers of complex M2M interactions and HMI, communications and exchanges of information between the multi-national groups and individuals with different political, legal and behavioral patterns. This workshop will provide an opportunity to share your work, meet others involved in CM/EM/CIIP business, create new projects and meet with funders. Our sessions will address a wide range of topics and we hope you’ll submit a presentation and plan to join us.
The workshop audience will include technologists, representatives from decision makers, industry, funders and academia. DCEM 2011 is co-organized with a launching TIEMS Nordic Chapter in Finland.
- Participants to identify issues that they would like to explore in greater depth, i.e. areas they see which are limiting the ability to introduce their ideas, requirements, expectations, and visions of DCEM testbed platform
- Organizations and individuals which are interested in discussing a collaborative federated approach for a DC and EM testbed platform, and to present their assets, laboratories, projects, research and other relevant activities that could be included in the DCEM scenarios
- Participants to round table discussion on a white paper and the roadmap of the implementation of DCEM testbed platform
Authors of papers that will be presented at the TIEMS DCEM 2011 workshop are encouraged to submit expanded versions of their work to the special issue of The International Journal of Emergency Management (IJEM) for peer review. The IJEM is a refereed international journal published to address contingencies and emergencies as well as crisis and disaster management. Coverage includes the issues associated with: natural disaster; man-caused catastrophes; nuclear power accidents; traffic accidents; political aspects; relevant security issues; ICT in DCEM; practitioner's visions etc. Papers accepted for publishing in the IJEM special issue on Disaster Control and Emergency Management must not have been accepted or presented elsewhere.
